The Rates and Research Analyst performs complex rate calculations and evaluates the impact of rate changes on Long Term Services and Supports (LTSS) programs. This work allows Aging and Disability Service Administration (ADSA) staff to meet their responsibilities as the managers of Medical Assistance (MA) long-term services and support programs and associated grants.
Specifically, this position is responsible for the computation of rate and budget values, as well as analyses and research studies of LTSS State Plan, Elderly Waiver, and Disability Waiver programs to:
evaluate and improve payment methodologies
determine rate changes impact on delivery and payment systems
evaluate how rate changes disparately effect diverse populations based upon program enrollment
measure and evaluate long-term care utilization and other outcomes
examine other ad hoc research questions raised by community and other DHS partners and support management decision-making
In addition, this position is responsible for completing "fiscal notes." This work involves using program data analyses to extrapolate and forecast changes in public program utilization and resulting changes in costs for Medical Assistance programs that would result from legislative changes proposed by the Governor or legislature.
Minimum Qualifications
3 years professional experience conducting complex data analysis, research, evaluation, fiscal analysis, rates and cost projections and forecasting, and/or budgeting analysis related to health care or public benefit programs or similar. Experience must demonstrate the following:
Ability to understand and convey complex research and evaluation concepts and findings clearly and concisely to a wide range of audiences
Demonstrated ability to pull data, design studies, conduct analysis, and produce reports and summaries
Experience leading or coordinating projects across a wide range of internal and external partners
Bachelor’s Degree in related field may substitute for 1 year of experience
Preferred Qualifications
Experience working on Long-term services and supports programs, or other major public program
Experience working with Medicaid claims data within a relational database system
Experience with advanced data analysis programs, SQL, and/or data visualization programs beyond Excel
Previous experience working on rates, calculations, fiscal notes, or budget proposals
Knowledge of state budgeting rules, that inform how costs are allocated, how far out projections go, and other nuances of budget and fiscal analysis
Variety of experiences working effectively with others from different backgrounds and/or cultures
