While the full salary range for this position is listed, employees are normally hired towards the lower end of the range.

Positions with the Department of Public Safety are hybrid, requiring a minimum of two days in the office. More time onsite may be required depending on business needs and the nature of the position.

About the Work Unit

The mission of the Division of Fire Prevention and Control (DFPC) is to safeguard those that live, work and play in Colorado, by reducing threats to lives, property and the environment. The Division safeguards the public through: fire prevention and code enforcement; wildfire preparedness, response, suppression, coordination, and management; training and certification; public information and education; and technical assistance to local governments. The Division is composed of the Chief Administrative Office, the Center of Excellence (COE), the Fire and Life Safety Section (FLSS), the Professional Qualifications and Training Section (PQTS), and the Wildland Fire Management Section (WFMS).

The Colorado Fire Commission, authorized by Senate Bill 19-040 has the following mission: To enhance public safety in Colorado through an integrated statewide process focused on the fire service’s capacity to conduct fire management and use, preparedness, prevention, and response activities to safeguard lives, property, including utility and communication infrastructure, and natural resources, and increase the resilience of local and regional communities

About the Job

This position serves as staff authority to oversee the coordination and administration of the Colorado Fire Commission, which focuses on improving fire and life safety in the state through stakeholder collaboration on fire-related issues, developing policies, and providing recommendations and implementation authorized by SB 19-040. The Commission includes representatives from various agencies, organizations, and communities involved in fire safety and emergency response.

The position plays a crucial role in supporting the commission's mission to enhance fire prevention and response capabilities across Colorado. In addition, this position researches and collects data related to fire programs in other government agencies, both in Colorado and nationwide. Finally, the position develops and maintains presentations and annual reports for Colorado Fire Commission members, subcommittees, task forces, legislative committees, and other stakeholder groups.

Key Responsibilities:

Program Administrator

This position serves as DFPC’s staff authority for the Colorado Fire Commission authorized by SB 19-040, a Commission that is critical to DFPC’s mission and stakeholder support, and a permanent work assignment. The position possesses a unique level of technical knowledge and expertise required to support the Commission’s activities.

  • Advises DFPC leadership on actions to resolve problems related to the Commission and its legislative mandates (such as report production, presentation development, and performance measurement, i.e. tracking accomplishments).

  • Ensures that the short- and long-term mandates are met by the Commission activities.

  • Provides technical guidance and direction to m anagers, peers, and professionals outside the agency, concerning Commission activities (including Commission’s Subcommittees, Task Forces, and Working Groups) about the individualized application of processes related to the Commission, its members, and its represented groups.

  • Position’s work assignments include project management and documentation, monitoring activities, and tracking the accomplishments of the Commission.

  • Develops and writes the Commission’s annual report to the General Assembly, relying on synthesizing a multitude of pieces of information and using established conceptual models and precedents, and tailoring these to the specific needs and concerns of the Commission and its statutory mandates.

  • Responsible for coordinating with the consultant/facilitator on meetings and projects, tracking time and services provided by the consultant, and working with EDO procurement to secure and maintain consultant services.

    Research and Policy

    This p osition is tasked with research projects related to Commission and Subcommittee or Task Force projects and issues.

  • Conducts in-depth, independent research on a wide range of issues.

  • Utilizes traditional research methods like journal articles and databases and may also be tasked with reaching out to fire agencies nationally and internationally to collect information on best practices or existing policies.

  • Researches and analyzes proposed and existing legislation that could be informative for Commission Members, Subcommittees, Task Forces, and DFPC leadership.

  • Synthesizes a wide breadth of complicated research and presents it to a variety of audiences in the appropriate format.

  • Works with DFPC leadership, Commission members, and other stakeholders to determine the best methods for presenting their findings.

    Special Projects

    This position assists with other DFPC programs in coordination with the supervisor. This may include helping prepare presentations and reports that are not directly related to the Commission, general administrative work, etc. as needed and available to support the mission of DFPC and CDPS.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

  • Seven (7) years of professional experience in program administration , including research, policy analysis and formulation, stakeholder engagement, and/or document production.

    OR

  • Bachelor's degree from an accredited institution in any field.

  • Three (3) years of professional experience in program administration , including research, policy analysis and formulation, stakeholder engagement, and/or document production.

OR

  • Advanced degree from an accredited institution in any field.

  • One (1) year of professional experience in program administration , including research, policy analysis and formulation, stakeholder engagement, and/or document production.

PREFERRED QUALIFICATIONS

  • Demonstrated experience and familiarity with public safety programs, policies, and legislation, preferably fire-specific programs.

  • Demonstrated experience with Colorado fire programs and stakeholders.

REQUIRED COMPETENCIES

  • Excellent verbal and written communication skills, including technical writing and report production

  • Excellent interpersonal skills

  • Excellent meeting and team facilitation skills

  • Self-directed, innovative, and enthusiastic

  • Competent, experienced, and confident public speaker/presenter

  • Experience in effectively documenting accomplishments and accurate record-keeping

CONDITIONS OF EMPLOYMENT

  • Must be Colorado resident at the time of application.

  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.

  • Ability to operate a state vehicle and ability to travel frequently in and out-of-state with overnight stays.

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug test.
