The Opportunity

Abt Global seeks a qualified Finance and Administration Director for the anticipated, four-year, USAID-funded Pakistan Climate Resilient Water Governance Activity (CRWGA). This activity will promote more resilient water governance and management systems in Pakistan to combat extreme weather events (floods and drought), exacerbated by climate change. Specifically, CRWGA will focus on improving community-led, cost-effective, and sustainable water systems in areas faced with flash floods/hill torrents across the country.

As the Finance and Administration Director, you will be responsible for leading major administrative and financial activities for CRWGA. You will oversee the project’s administrative, financial, and operations activities under the direction of the COP and in coordination with other senior project staff and assigned operations staff. You will lead the project’s day-to-day financial and administrative activities and ensure overall compliance with USAID rules and regulations, financial management, personnel recruitment and management, subcontractor and grants management, and activity start-up and close-out. The position, which reports directly to the Chief of Party, is anticipated to be full-time for four years. It will be based in Islamabad, Pakistan and is contingent upon program award and USAID approval.

What We Value

• Minimum of 10 years and a Bachelor’s degree, or 8 years with a Master’s degree in accounting, finance, business administration, or another relevant field is required.

• Minimum of 10 years of experience in financial and administrative management for USAID or other donor-funded projects—climate resilience, agriculture, or water governance activities preferred, including five years of progressive experience in a supervisory role.

• Experience working in management of grants, other local sub-contracts and subawards.

• Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.

• Demonstrated initiative and self-motivation in handling all assigned tasks.

• Skills with Quicken, Microsoft Word, and Excel, as well as electronic communications programs as required.

• Excellent verbal and written communication skills in English and Bangla are required.

• Experience as a Finance and Administration Director on USAID-funded activities preferred.

• Fluency in English and Urdu required.
