The Opportunity

Abt Global seeks a qualified Chief of Party (COP) for the anticipated, four-year, USAID-funded Pakistan Climate Resilient Water Governance Activity (CRWGA). This activity will promote more resilient water governance and management systems in Pakistan to combat extreme weather events (floods and drought), exacerbated by climate change. Specifically, CRWGA will focus on improving community-led, cost-effective, and sustainable water systems in areas faced with flash floods/hill torrents across the country.

As COP, you will oversee program operations, program administration, and technical tasks for this activity. You will be responsible for collaboratively creating and implementing a strategic, long-term programmatic vision and for providing overall technical leadership and management. This includes supervising the activity’s senior technical team to ensure a focus on core results, achievements of annual work plan and targets, and timely and effective implementation of activities to achieve program objectives. You will monitor the progress and pace of the activity’s implementation, assuring the full potential of the activity is realized through the promotion of high-quality work and internal control. The COP will be the main point of contact with USAID, other US Government agencies, key public and private sector partners, and other international organizations and donors. The position is expected to be full-time for four years. This position will be based in Islamabad, Pakistan and is contingent upon program award and USAID approval.

What We Value

  • An advanced degree in climate change studies, international development, economics, or a related field.

  • 15+ years of progressive experience leading efforts aimed at developing enabling environment for climate action.

  • 10+ years of leadership experience managing large-scale donor-funded projects, preferably for USAID.

  • In-depth knowledge of the Pakistan’s water governance and agricultural policy landscape.

  • Broad technical knowledge in climate resilience and adaptation; integrated water resource planning; feasibility studies for sustainable water management; equitable water service delivery; political economy of reform.

  • Proven ability to supervise all project endeavors, encompassing technical scope and execution, monitoring, evaluation, and learning (MEL), financial oversight, partnership management, procurement, human resources, and operational functions.

  • Demonstrated ability to develop collaborative working partnerships with a wide variety of stakeholders, including federal, provincial, and local government, the donor community, private sector, civil society, and academia.

  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates.

  • Excellent verbal and written communication skills in English and Urdu are required. Proficiency in Pashto preferred.
