Assistant Program Manager - TS/SCI

Xcelerate Solutions is seeking a qualified Assistant Program Manager. As an Assistant Program Manager you support the administrative and daily operations of a major personnel security program. The program supports a full range of background investigation (BI) and adjudications support services to comply with Executive Orders (EO), Security Executive Agent Directives (SEAD), Federal Investigative Standards (FSI), and agency policies. You will serve as a knowledgeable and experienced PSS to assist the Agency Personnel Security Program Managers (PSPM) in performing BIs and adjudication case work in support of security and suitability investigations and adjudications and other assigned security – related activities. Responsibilities:

  • Manage and oversee the administrative and daily operations of the program.

  • Serve as overall program lead and as the principal liaison between the Government and the Contractor.

  • Serve as a consolidated point of contact that facilitates effective communication and proactively identifies and mitigates issues within the Contractor’s team and between the Contractor and the various Government customers.

  • Attend regular meetings with Government customers to discuss workload, contract performance, and emergent issues.

  • Assure quality control implementation.

  • Produce required contractual and programmatic reports and briefs.

  • Implement and exercise quality - control measures over Contractor staff to deliver services and products on budget and schedule per SOW requirements.

  • Be responsible for overall project personnel, delivery of reports, and other deliverables.

  • Implement short (tactical) and long term (strategic) work plans to ensure work performance.

  • Be responsible for formulating and enforcing work standards.

  • Coordinate with Government customer for assignment of work schedules.

  • Review and remediate work discrepancies.

  • Supervise Contractor personnel, communicate policies and organizational goals.

  • Responsible for ensuring all incoming contractors are adequately trained for contract positions.

  • Be responsible for contract performance.

  • Be responsible for tracking all in - coming Contractor personnel and weekly reports to Government customers of status and processing issues.

  • Coordinate manpower and resources, assure quality control programs are in place and consistent.

  • Serve as PM’s representative in daily operations and liaison with Agency leadership.

  • Contractor designated APM assumes the role of PM when the PM is absent, or the position is temporarily vacant.

    Minimum Requirements:

  • Must have a current TS security clearance and must be capable of obtaining SCI access that includes a requirement to pass a security CI polygraph exam.

  • Minimum of eight (8) plus years federal, state, local or military LE or ten (10) plus years of experience managing tasks and supervising people to include experience in human resources and personnel security.

  • Bachelor’s degree in any field of study.

  • At least five (5) years of experience directly related to managing or performing responsibilities similar to those described herein and in the SOW.

  • Experience with EO 12960 and 12968, SEAD 4 and SEAD 7

  • Experience as a functional practitioner of Continuous Vetting and Trusted Workforce 2.0 or programs similar in scope and scale

    Preferred Qualifications:

  • Prior security program management experience.

  • Advanced degree in any field of study preferred.

  • Prior experience managing all aspects of a full scope background investigation program.
