State of Massachusetts Budget Director in Holyoke, Massachusetts

Reporting directly to the CFO, you'll lead multiple functions including budget preparation, staff supervision, and financial oversight. With opportunities to engage in strategic planning and represent us in various forums, you'll play a vital role in shaping our financial future while making a meaningful impact on the lives of our veterans. _Schedule:_ This is a full-time (37.5 hours/week) position working from 8:00 AM – 4:00 PM. *Duties and Responsibilities (these duties are a general summary and not all inclusive):* * Manages the following functions: business and treasurer’s offices, central supply, grants, and procurement. The fiscal office supports the administration of Veteran funds, benefits and admissions eligibility. * Prepares the annual budget, maintenance and spending plans and oversees the DCAMM facility improvement budget and spending. * Evaluates department staff , provides supervision and support to staff through timely feedback and facilitates the ability to achieve highest level of professional growth, performance and career advancement through establishment of short-term and long-range goals, and provide adequate resources to meet team and departmental objectives. * Orchestrate team meetings, meet individually with department employees and supervisors to ensure performance enhancement and providing transparency into events and issues impacting the facility and department operations. * The Budget Director participates in various meetings within the agency such as department head huddles, Committees, monthly executive leadership. The Budget Director participates in various external meetings such as statewide CFO, Board of Trustees and other EOVS or VA scheduled meetings as required. * Manages non-appropriated bank accounts including the Trustees’ Fund, Veteran Personal Accounts and Trustees’ Investment Fund. * Responsible for the fiscal audits and financial risk assessments and comptroller responsibilities for the Veterans Home at Holyoke including the production of monthly budget reports, analytical reports and communicates the financial viability of the facility. * Implement and manage an asset inventory system to maintain inventory control, facilitate budget and capital expenditure planning and asset replacement. * Oversee staffing and overtime expenses; analyze data to identify patterns and trends impacting the fiscal health of the agency. * Communicates and partners with the Department of Veterans Services (DVS) on a regular basis and serves as a backup as needed to perform fiscal duties; acts as a liaison for internal controls, GAAP, MMARs, single audit liaison and reporting requirements, Fixed Assets, internal control questionnaire and other as requested. * Other duties, as assigned. *Preferred Qualifications:* * Knowledge of the Commonwealth’s budget process, accounting system and the ability to respond quickly with accurate and timely information are the keys to performing the job of Budget Director at the Veterans Home at Holyoke. The Budget Director must be very well organized as the budget process has strict timelines that must be met so that the oversight agencies are able to perform their analysis and review. * Knowledge of the state’s accounting system, MMARS, and a strong understanding of internal controls are very important to the performance of this job. Ensuring the Home is in full compliance with all laws, regulations and policies concerning the encumbrance and expenditure of funds is a major part of the work performed by the Budget Director. * Extensive knowledge of computers, applications and software has become increasingly important to the performance of this job. For example, all the Home’s allocations are made via spreadsheets developed in Microsoft Excel. Also, all accounting data is housed on Comptrollers mainframe accounting system and the Information Technology Division’s information warehouse. The Budget Director must have a strong working knowledge of Microsoft Access to pull queries from the warehouse. Database software and work processing software allow the rapid retrieval of information and the timely submission of requested materials. * Other essential abilities include planning, time management and multi-tasking. This position requires the management of large projects as well as ongoing operational tasks. To perform the job with any success, a person needs to have the ability to maintain data, keep several projects moving at once and serve as an expert for many phases of the internal financial operations. *Agency Mission:* The Massachusetts Veterans Home at Holyoke is a state-funded, fully accredited health care facility that offers veterans quality health care, including full-time residential accommodations, and provides educational and social services for Veterans in the Commonwealth. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
