Department Summary:

The N111 Space Enterprise Architecting Department seeks a Project Leader (PL) to focus on space system test and evaluation, developing the USSF’s Space Training and Readiness Command (STARCOM) National Space Test and Training Complex (NSTTC) for enterprise testing activities, and developing Guardians and tactics, techniques, and procedures. The N111 mission is to provide thought leadership and data driven analysis to enable the Department of the Air Force and the US Space Force (USSF) to design, develop, test, acquire, wargame, and integrate future warfighting space Force Designs, including space System-of-Systems architectures and space programs, into warfighting operations and train Guardians in time to outpace accelerating threats. This approximately 9 STE project supports one of N111’s key sponsors responsible for space enterprise testing and Guardian training as part of an integrated portfolio of high impact projects.

Roles and Responsibilities:

The Project Leader (PL) is responsible for all aspects of the project, including staffing and technical direction, and will interface directly with sponsors to develop solutions for their pressing challenges and mission. This is an opportunity to develop and expand your project leadership and technical skills while contributing to a distinctive project with cross-cutting impact. This leader will draw upon technical knowledge in the fields of science, engineering, and testing in a multi-disciplinary environment. The position requires initiative, creative leadership, technical expertise in a relevant field, and demonstrated project management experience.

The PL will:

  • Serve as a Principal Space Test and Evaluation Engineer on the project serving as a senior MITRE technical leader to STARCOM and the Space Systems Command’s (SSC) Operational Test and Training Infrastructure (OTTI) Program Executive Officer (PEO)

  • Apply your deep knowledge of Test & Evaluation (T&E) and broad systems engineering expertise to help the USSF “go fast” and deliver more resilient space systems.

The selected candidate will be on the leading edge of delivering advanced space capabilities.

PL Responsibilities include:

  • Building a staff plan and a team with the skills, expertise, and behaviors for success

  • Engaging with sponsors, department leadership and project team to shape the work program, align with MITRE’s strategies, establish a Mission Value Chain, and deliver high quality data-driven technical products to meet contractual obligations for time, budget, and level of effort

  • Building collaborative relationships with the sponsor, project team, and teams from MITRE National Security Sector, MITRE Public Sector, and MITRE Labs to leverage existing work and best practices

  • Identifying and address project risks and challenges with MITRE leaders

  • Fostering and demonstrate MITRE’s culture. Empower speed, risk-taking, adaptability, collaboration, grace and respect, and maintain an inclusive working environment for all

  • Providing feedback to Group Leaders on team members’ performance

Principal T&E Engineer Responsibilities include:

  • Performing as senior technical advisor on test and evaluation to USSF/TE

  • Providing technical expertise for test events, data analysis, systems engineering, and agile process implementation

  • Guiding development of test strategy, policy, best practices, concepts, plans, and analysis

  • Conducting analysis, developing options, and recommending enterprise requirements and resources for an OTTI

  • Identifying T&E issues and recommending corrective actions, including to improve test infrastructure through science and technology investments

  • Recommending annual funding investment strategies and project roadmaps

  • Acting as MITRE’s focal point to reach back for deep technical expertise in solving test challenges and improving test execution

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree in an engineering, operations research, or related discipline and 8 years test and evaluation experience; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.

  • Knowledge of the JCIDS process, especially the DoD test and evaluation processes

  • Experience with systems engineering

  • Ability to conduct analysis and present findings to senior-level decision makers

  • Understanding of the roles and responsibilities of USSF, STARCOM, and space acquisition organizations

  • TS/SCI and the ability to be cleared for Special Access Programs

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Prior Project Management/Lead experience

  • Space Control T&E experience

  • Knowledge of test range operations and infrastructure development and operations

  • Defense Acquisition Workforce Certification: Test & Evaluation Level 3

  • Currently, working in the Space Defense Systems domain

  • Previous experience at the Air Force Test Center

  • Previous experience at a system program office

Salary compensation range and midpoint:

$155,500 - $194,500 - $233,500 Annual
