Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Human Resources Specialist Trainee 1: A bachelor's or higher degree.Human Resources Specialist Trainee 2: A bachelor's degree and one year of professional human resources experience. *A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Human Resources Specialist 1: A bachelor's degree and two years of professional human resources experience. *A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Human Resources Specialist 1, SG-18 level..COMPETITIVE MINIMUM QUALIFICATIONS:Candidates must be a NYS employee and eligible to transfer byhaving at least one year of permanent service in a qualifyingtitle; OR be active and reachable Candidates must be a NYSemployee and eligible to transfer by having at least one year ofpermanent service in a qualifying title; OR be active andreachable on the Civil Service eligible list that fills this title.Transfer qualifications: Candidates must be eligible for transferunder Section 70.1 of the Civil Service Law. This position may be filled as a two-year traineeship. Trainee 1 is equated to SG-13 with a starting salary rate of $50,408. Trainee 2 is equated to SG-14 with a starting salary rate of $53,403. Full Journey Title is a Grade 18 with a salary of $63,266 after a successful two-year traineeship is completed.

Duties Description Under the supervision of a Human Resources Specialist 2, the incumbent will provide personnel administration and management services, and perform the following essential functions: · Supervision of payroll processors and transactions unit staff· Oversee the Personal History File Room files and supervise staff responsible for filing· Review and audit responses sent from shared mailbox for coaching/training opportunities· Prepare information and presentations for the Quarterly Admin Meetings· Bi-weekly and monthly reporting for Payroll Unit and executive management. · Admin SharePoint Maintenance: write procedures and job aids, create resources based on error tracking analytics· Along with Manager, coordinate/plan/implement lean process changes· Procedure writing and process confirmations in OneNote shared resources - Process confirmation on every action once per year· System updates and maintenance for HRIS (Human Resources Information System): organizational structure updates, longevity and performance advance updates, bi-weekly reconciliations· Transaction database maintenance (301/302 lotus notes)· Review and work Office of the State Comptroller Certification Report (issued biweekly for each pay cycle, one report per week)· PayServ Error Report and NYSTEP Error Report (run day after processors send PayServ Automated Interface File and NYSTEP Batch files.· Review error trackers with manager to identify trends and areas for coaching/training· Respond to time sensitive salary inquiries from Personnel staff · Provide systems access for internal and control agency systems (HRIS, PayServ, NYSTEP, NYBEAS, 301/301 database, etc.)· Responsible for running various reports as needed by the department, including but not limited to ad hoc crystal reports, PayServ queries, Control D reports, HRIS reports, etc.· Monitor the late transaction requests submitted and ensure timely response and tracking from staff · Various aspects of payroll processing as needed: Stop Payment processing and monitoring (specifically involving check exchanges and AC230 processing), AC230 processing (done by 18 reviewed by 23), Overpayment Recovery through direct pay (calculation of net pay), separating employees with equipment – follow up and tracking, etc. Adhere to the time and attendance rules of the department.
